CONSIDERATION OF APPROVAL TO GRANT A BUSINESS LICENSE <br />FOR AN ACCESSORY USE MASSAGE PARLOR TO ROGER J. <br />LAMMI, DBA ECLIPSE HAIR, TANNING, AND NAIL SALON <br />PROVIDING ALL CONDITIONS ARE MET; AND GRANT A PERSONAL <br />SERVICE LICENSE TO CAROL M. KRUSE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearina - None <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented for consideration the updated City <br />Water and Sewer Line Service Policy. <br /> <br />Proper outlined the policy's three changes. Section 3, Paragraph E, states <br />that the City shall assume the repair cost for any breaks or settlements on <br />the "City-installed" portion of the private sewer services when breaks or <br />settlements are found to exist on 50% or more of the services on that <br />segment of sewer main. This is intended to cover the situation experienced <br />on 23rd Avenue NW this fall. <br /> <br />Section 3, Paragraph F, states that the City shall pay for the extraordinary <br />cost for repairs made on the "City-installed" portion of private water or <br />sewer service where conditions such as main depth, distance to the main or <br />location in a major roadway make the repair cost unusually expensive. The <br />property owner will be required to pay the equivalent of a typical repair as <br />determined by the City Engineer. This was modified because of the 23rd <br />Avenue widespread problems. <br /> <br />Section 3, Paragraph G, states that the City is responsible for thawing <br />frozen water services when freezing occurs in the "City-installed" portion of <br />the service, regardless if the service has been in normal use or not. <br /> <br />Also, staff conducted a survey and found that New Brighton's policy is <br />typical of other neighboring cities' policies. <br /> <br />Williams noted some typographical errors in the policy. He suggested that <br />the "City-installed portion" definition should be moved "to Section 2.
