<br />Council Meeting Minutes <br />October 12, 1993 <br /> <br />Page 2 <br /> <br />Soecial Order of Business. continued <br /> <br />Dennis Gulden, Citizen Study Committee (CSC), explained that Council <br />referred to the CSC the question of whether municipal elections should be <br />held in even or odd years. <br /> <br />The CSC's research found there was a 60-70% voter turnout in even year <br />elections; and about a 7-10% turnout in odd year elections. However, the <br />cost savings by changing to even years is negligible, and should not be <br />considered a major issue. The CSC feels that maintaining the odd year <br />elections would continue the focus on New Brighton issues instead of state <br />and national partisan issues.
