Motion Carried. <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented a Comprehensive Plan amendment <br />redesignating certain property from Medium Density Residential to Limited <br />Business; and consider a second reading for rezoning certain property from <br />R-2 to 8-1 (R~137), and consider site plan approval of LP-274. <br /> <br />The proposed Plan amendment would designate both the Wooddale Builders <br />and Walker properties as 8-1. The Woodda/e property would be rezoned to <br />B-1, while the Walker property would remain R-2. This arrangement <br />establishes the intended future land use of Walker's property. Also, not <br />rezoning to B-1 at this time allows the home to continue as a permitted use <br />and allows expansions and resale of the home. <br /> <br />The impact of the Plan amendment on the surrounding area would be <br />minimal. The B~ 1 designation encourages commercial uses which would <br />generate nominal amounts of traffic onto Cleveland Avenue. <br /> <br />Motion by Gunderman, seconded by Larson. to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AMENDING COMPREHENSIVE PLAN BY <br />REDESIGNATING CERTAIN PROPERTY IN NEW BRIGHTON FROM MEDIUM <br />DENSITY RESIDENTIAL TO LIMITED BUSINESS; AND WAIVE THE <br />READING AND GIVE A SECOND READING AND ADOPT AN ORDINANCE <br />REZONING CERTAIN PROPERTY IN NEW BRIGHTON FROM R~2. TWO <br />FAMIL Y RESIDENTIAL. TO B-1 LIMITED BUSINESS; AND APPROVAL LP~ <br />274. SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY CITY <br />ENGINEER. <br />2. APPROVAL OF PERMIT BY RICE CREEK WATERSHED DISTRICT. <br />3. ANY STORAGE OF EQUIPMENT OR VEHICLES IN THE PARKING <br />AREA IMMEDIATELY SOUTH OF THE GARAGE WOULD <br />NECESSITATE THE CONSTRUCTION OF AN OPAQUE FENCE AT <br />LEAST FIVE FEET IN HEIGHT AROUND THE PARKING AREA. <br />4. THE PROVISION OF A BOND OR LETTER OF CREDIT IN THE <br />AMOUNT EQUAL TO 100% OF THE COST TO INSTALL CURBING. <br />PAVED AREAS, AND LANDSCAPING. <br />5.
