<br />1 <br /> <br />-J <br /> <br />1 <br /> <br />Council Meeting Minutes <br />June 22, 1993 <br /> <br />Page 7 <br /> <br />Council Business, continue!;! <br /> <br />G & P plans to convert the building into an assisted living senior facility. <br />Assisted living provides both basic and optional services. Basic services <br />include 60 meals per month, 30 minutes per week of housekeeping, 24 <br />hour security, laundry machines and elimination of utility bills. The cost to <br />existing residents would current rent plus approximately $450 per month. <br /> <br />Locke said the shift to assisted living will increase rents and change the <br />building's character. Each resident will need to decide whether to stay or <br />move. G & P found that of the 72 households, 43 indicated a desire to <br />stay and 18 would move. Of those 18, 8 have made other living <br />arrangements. G & P agrees to contribute towards moving expenses and <br />help locate alternative housing. To encourage residents to remain, their <br />rent would be less than new people moving into the building. <br /> <br />Benke asked what would happen if the G & P proposal fails. Locke said <br />that if the proposal failed, the trustee would allow the project to be <br />rebidded either on a cash or conventional financing basis. Gunderman <br />verified that the second highest bidder would not be awarded the project. <br /> <br />Gunderman asked if other financing would create a higher rate increase. <br />Locke said jf it were financed conventional, G & P will lose the lower rate <br />associated with tax exempt bonds and rents would necessarily be higher. <br /> <br />Locke said the original Brightondale concept involved a senior facility <br />offering special services. Market analysis favor either apartment senior <br />living such as Golden Pond or assisted living facilities, but in small projects <br />such as Brightondale, a blend of both concepts was not workable. <br /> <br />Mike Gould, G & P, wishes the sale had not become such a controversial <br />issue at Brightondale. G & P feels the current Brightondale employees are <br />overworked and the facility is underutilized. <br /> <br />Deb Black, Senior Innovations, said many residents have noted intentions to <br />either remain or leave. G & P found that 43 of the 79 residents would try <br />the assisted living concept. There is a need for some residents to change <br />to assisted living, but some do not need assisted living at this time. <br /> <br />Allen Black, Senior Innovations, explained that assisted living's intent is to <br />enable people to live independently as long as possible. <br /> <br />Gunderman asked if current residents would be grandfathered in and what <br />would be the fee structure. Mr. Black said current monthly rents are <br />between $700.900. Assisted living would be an additional $450 per month <br />for current residents, new clients would pay a higher amount. Monthly rent <br />for a one bedroom apartment will be $1.475, as compared to a Roseville <br />facility charging $2,200 per month for a same unit. <br /> <br />The 60 monthly meals can be used in any way a resident prefers. G & P <br />will provide 24 hour security, recreation director, new staff hours, non-fee <br />laundry machines, and elimination of utility bills.
