<br />I <br /> <br />I <br /> <br />'I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a meeting of the New Brighton City Council was held Tuesday, June 8, 1993, at 7:30 p.m. <br />in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Councilmembers Gunderman, Larson, Rebelein and Williams. <br /> <br />Absent: <br /> <br />Mayor Benke <br /> <br />Barbara Jeanetta, Assistant to the City Manager <br />Kevin Locke, Community Development Director <br /> <br />Public Hearing - 7:30 - 9:03 p.m. <br /> <br />Also Present: <br /> <br />Acting Mayor Gunderman said the public hearing's purpose is for Council to receive <br />comments on G & P Properties' request for City authorization for issuance of <br />Housing Revenue Bonds for the Brightondale Senior Housing Project. No action <br />regarding this item will be taken tonight. <br /> <br />Community Development Director Kevin Locke explained that G & P Properties is <br />in the process of purchasing Brightondale and asks the City to issue revenue bonds in <br />the amount of $3,165,000. The Brightondale Senior Project contains 72 units. <br /> <br />Mike Gould, G & P, said G & P purchased Brightondale in April and are prepared <br />to upgrade and expand resident services. He noted G & P's successful senior <br />projects in St. Louis Park and Richfield, which provide similar services proposed for <br />Brightondale. The service expansion plans include expanded security, meals, health <br />care, and other services. G & P representatives met with Brightondale residents <br />regarding the service expansion plans. Also, G & P found inconsistencies with the <br />previous management's administration of reservation deposits. <br /> <br />Allen Black, Senior Innovations, provides consulting to firms that own senior and <br />assisted living facilities. Both G & P and Senior Innovations hope to create <br />something of value at Brightondale. The attempt is to take independent senior <br />housing with apartment style living and furnish meals, 24 hour security, home health <br />care, expanded meals, social activities, housekeeping, maintenance and laundry. <br />This program works effectively in existing senior projects. Brightondale is a nice, <br />well designed facility, however, because of reduction in services, there is a need to <br />provide diverse services. Because G & P plans to create an expanded service <br />oriented environment, a rate increase is proposed. The expanded services include: <br />two daily meals, 30 minutes of weekly house cleaning, elimination of utility bills, <br />installation of non-fee laundry machines, 24 hour security, extensive remodeling for <br />handicap accessible and installation of communication system. The package includes <br />60 monthly meals with option to purchase a third meal, special diets are available. <br />The program may not work for everyone, but has heard some people plan to stay. <br /> <br />Williams asked the amount of the rate increase. Mr. Black said the rate increase <br />would be about $450/month, and includes 60 meals, electricity and laundry. <br /> <br />Rebelein asked what additional services may be purchased. Mr. Black said the <br />additional services include: third meal, barbershop, additional housekeeping, <br />additional laundry and home care. The 60 meals can be used for any meal. <br /> <br />Rebelein asked if the missing reservation deposits should be investigated.
