TWO FAMILY RESIDENTIAL. TO B-1, LIMITED <br />BUSINESS. AND GIVE FIRST READING; AND RECOMMEND APPROVAL OF <br />LP-274, SUBJECT TO FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER. <br />2. APPROVAL OF PERMIT BY RICE CREEK WATERSHED DISTRICT, IF <br />NECESSARY. <br />3. ANY STORAGE OF EQUIPMENT OR VEHICLES IN THE PARKING <br />AREA IMMEDIATELY SOUTH OF THE GARAGE WOULD <br />NECESSITATE CONSTRUCTION OF AN OPAQUE FENCE AT LEAST <br />5 FT. IN HEIGHT AROUND THE SUBJECT PARKING AREA. <br />4. THE PROVISION OF A BOND OR LETTER OF CREDIT IN THE <br />AMOUNT EQUAL TO 100% OF THE COST TO INSTALL CURBING. <br />PAVED AREAS, AND LANDSCAPING. <br />5. APPROVAL OF R-137. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented the preliminary plans for the Family Service Center. <br />The redevelopment of the Olde Downtown area would include the following <br />proposals: expansion of the New Brighton Care Center, 76 townhouse <br />units developed by Rottlund Homes. and up to five commercial office <br />buildings developed by John Ordway. <br /> <br />The concept of a Family Service Center was developed through discussions <br />with the Mounds View School District which had recently passed a <br />referendum to expand their Early Childhood and Community Education <br />Departments. The proposed Family Service Center would be located <br />between 10th St. and 5th Ave. on the northeast corner, <br /> <br />Childs presented two different floor plans for the facility. Both plans <br />include space for the New Brighton Park Department, Northwest Family <br />Services, indoor playground for latch key children, meeting rooms. <br />gymnasium and running track. physical therapy, snack bar, teen lounge, <br />Early Childhood Development, Community Education, exercise areas. and <br />office space for possible use by Ramsey County. <br /> <br />Park Director Maurie Anderson said several governmental and community <br />organizations expressed interest in locating in the proposed facility. The <br />Community Education Department and Northwest Family Services are <br />interested and commitments would be received shortly. Also. the <br />Northwest Family Services indicated an interest in operating a snack bar in <br />the facility. Several Ramsey County Departments have expressed interest. <br />but no firm commitments. Head Start remains a slim possibility in a few <br />years, if space is available. Northwest YMCA and St. Anthony Community <br />Education have indicated interest in operating a latch key program in the <br />facility. It is anticipated that the earliest action from the School Board <br />would be June 28.
