His family deals daily with the inconvenience of the 8th St. <br />barrier, but feels it is the correct solution. <br /> <br />Bob Parrot, 703 Forestdale, said his wife was run off the road by a non- <br />resident speeder. He feels people are inconvenienced by the barrier, and <br />found he has begun shopping in St. Anthony since the barrier installation. <br /> <br />Don Nelson, 793 Torchwood, favors the barrier removal, but noted concern <br />of the Torchwood closure. He questioned the access for emergency <br />vehicles and school buses. <br /> <br />Lyle Hopkins, 760 Forestdale, favors the barrier removal, but sympathizes <br />with the Redwood residents. The ultimate solution is the realignment of <br />the Forestdale intersection. He asked if the signalization costs could be <br />reduced. Proper said the costs have been trimmed to the bear minimum. <br /> <br />Jim Scarouggi, 2524--8th St., said the barrier installation has brought him <br />much relief, and noted criminal activity associated with access to 8th St. <br /> <br />Mrs. Scarouggi sees the issue as a safety concern, not a convenience issue. <br />She drives slowly through the area in respect to the children. <br /> <br />Steve Novak, 747 Redwood, asked for a cost breakdown of the signal plan <br />and suggested a cost split between the City and County. <br /> <br />Benke said staff indicated the costs have been trimmed with no further <br />opportunity for additional cuts. Being it either County or City dollars, it still <br />is taxpayer dollars. He feels $25,000 is too much for a temporary option. <br /> <br />Rebelein noted the dangerous left turns from 8th St. to Silver Lake Road, <br />and feels the barrier should be retained, She feels that $50,000 for the <br />signal plan is an inappropriate expense, but would consider $25,000 as <br />appropriate to remove this dangerous situation. <br /> <br />Gunderman asked what costs were removed from the original $87,500 <br />estimate. Proper said the reductions involved elimination of permanent <br />poles and overlap signal designs. Proper verified that the signal option is a <br />temporary fix and the recovery factors are limited. <br /> <br />Childs said the majority of the savings from the original $87,500 resulted <br />from a $1 8,000 cost for poles and $ 6,000 for signal heads. If it were built <br />at the original $87,500, some costs would be recoverable. Gunderman <br />asked to see what was built into the cost criteria. <br /> <br />Don Keegan asked Council to address the 8th St. barrier issue. <br /> <br />Julie Novak, 747 Redwood, prefers the Torchwood option, but is <br />uncomfortable with its safety issues.
