Keil explained that the manganese is <br />pumped in over a period of 8 to 10 hours in between cycles at about 4,000 <br />gallons at a time and this is not considered a heavy load at one time. <br /> <br />The Fridley design and construction agreement requires the Army pay all <br />design and construction costs. The design elements involve the New <br />Brighton control valve, pipeline in New Brighton and Fridley, Fridley booster <br />station, and Fridley control system improvements. Fridley would hire <br />consultants and contractors for the pipeline, booster system and control <br />system. New Brighton would hire consultants for the control valve. New <br />Brighton will own the pipeline, and Fridley would own the booster station. <br />All costs will come from the $17 million fund which New Brighton will <br />disburse. The Army would then reimburse this fund. <br /> <br />The Fridley interconnection system agreement requires the Army pay all <br />pipeline operation, maintenance, and repair costs. The Army/Alliant would <br />determine the amount of water to be produced and New Brighton has first <br />right to this water. Fridley would take any water that New Brighton would <br />not use. Fridley bears the costs of the control system and booster station <br />and pays New Brighton its share for disinfection and fluoridation. New <br />Brighton will use the $17 million fund for operation, maintenance and <br />repairs. The term continues until remediation is complete. The Army has <br />until 1995 to install the iron and manganese removal system at the PGAC, <br />if not, Fridley could terminate. New Brighton can terminate the agreement <br />if the Army or AI/iant cease funding. This pipeline would provide about <br />one-fourth of Fridley's water demand. <br /> <br />Drawz concluded that these principles are in the best interest of the City <br />_ and recommends Council approval of the agreements. <br /> <br />Motion by Williams, seconded Larson, to APPROVE THE AGREEMENTS <br />AND AUTHORIZE THE CITY MANAGER AND MA VOR ENTER INTO <br />SUBJECT TO FINAL LEGAL REVIEW. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Adjournment <br /> <br />Motion by Williams, seconded by Larson, to ADJOURN THE MEETING. <br /> <br />4 Ayes -:.-.0- Nayes, Motion Carried. <br />- - <br /> <br />Meetins_was adjourned at 8:35 a.m. <br /> <br />~?ifL <br /> <br />ATTEST:--- <br /> <br />~(~o..N <br />Margaret A, Ega , City Clerk <br />
