The City has no licensing <br />requirements for pawnbrokers and secondhand dealers. <br /> <br />The City Attorney provided a draft ordinance to establish strict licensing <br />requirements and operating standards. Because of the inquiry, it would be <br />best to establish licensing requirements at the earliest possible date. <br /> <br />Motion by Gunderman, seconded by Rebelein, to GIVE A FIRST AND <br />SECOND READING AND WAIVE THE READING OF AN ORDINANCE <br />PROVIDING FOR LICENSURE OF PAWNBROKERS AND SECONDHAND <br />DEALERS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented a request from Scottwood Corporation relating to the <br />Poppyseed Estates subdivision plat. <br /> <br />Ordinance requires Park Dedication Fees be paid at the time a plat is filed. <br />Scottwood requests a change that would allow payment as each lot is sold <br />or when permit is pulled. The full amount of park dedication fees on this <br />project is about $12,000. <br /> <br />On one hand, being responsive to customers is important and being that <br />nearly all developable land is gone, future fees will be minimal. <br /> <br />However, there is concern that it appears the problem is the developer <br />cannot or does not wish to put up front cash into the project and is seeking <br />a concession. The site is not unusual and the City is not actively pursuing <br />its development.
