<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 9, 1993 <br /> <br />Page 6 <br /> <br />Announcement and UDdates <br /> <br />The four cities will discuss the Senior Citizen Center Task Force report on March 30 <br />at the Spring Lake Park City Hall. <br /> <br />The Town Hall meeting will be held on March 20 at Highview. <br /> <br />The Ramsey County League of Local Governments will meet on March 17 at the <br />Roseville City Hall. <br /> <br />The League of Minnesota Cities Policy Conference will be held on March 18. <br /> <br />Childs attended the National League of Cities Policy Conference. He felt the sense <br />that there is opportunity to build a partnership between federal and local <br />governments. Benke agreed, he came away from the conference with a sense of <br />hope. <br /> <br />Rebelein noted that the City's Cable Commission meets on the first Thursday of <br />every month at 7:00 p.m. <br /> <br />The Senior Center Task Force will hold an informational meeting on March 10 at <br />7:00 p.m. at the Mounds View City Hall. <br /> <br />The Ramsey County Charter Commission is reviewing an amendment to the Charter <br />which addresses the possible resignation of a County Attorney or Sheriff in mid <br />term. The amendment addresses that the chosen replacement would serve until the <br />next general election, which at that time, a permanent replacement would be <br />installed. <br /> <br />The Charter Commission will meet on April 19, at 3:00 p.m. in the County <br />Boardroom. <br /> <br />Council Business. continued <br /> <br />Benke explained that Walt Witzke, a resident, has proposed for consideration the <br />extension of Council member and Mayor terms by one year in order to shift to even- <br />year terms. <br /> <br />Mr. Witzke's recommendation is reflected by the fiduciary responsibility to provide <br />citizens with the best utilization of tax dollars. He feels the City is not spending <br />wisely by having City elections in odd numbered years. <br /> <br />Witzke's proposal states that the two Council members and Mayor terms scheduled <br />for election in 1993 would be elected in November 1994. The other two <br />Council members would be elected in November 1996, instead of 1995. The terms <br />would remain two years for the Mayor and four years for Councilmembers. <br /> <br />Childs said Minnesota State Law requires the odd number year to even numbered <br />year term switch become effective 240 days prior to election. The City elections <br />will be held November 2, 1993. <br /> <br />Benke feels the issue needs more discussion in a public forum and suggested referral <br />of the subject to the Citizen Study Commission.
