Rd. D and 5th St. SW. <br />address the concerns of Pletchers and safety. Alternative Two appears to <br />be the most attractive option to the street engineering with cleaner turning <br />and congestion relief from Old Hwy 8. This alternative would leave the <br />medians in place and provide left turn capabilities from south bound Old <br />Hwy 8 to Campus Drive and provide a left turn from north bound Old Hwy <br />8 to 6th St. The modifications to what Mr. Allen proposed would be a <br />common driveway to line up with 6th St. to serve the proposed building <br />site north of Pletchers. As part of this alternative, another access would be <br />into Pletchers off of Campus Drive on the west side of their building. <br /> <br />Brian Pletcher, 631 Old Hwy 8, does not recall the Planning Commission <br />approving these proposals. Locke said the Planning Commission reviewed <br />the concept plans, but were not asked to formally approve the projects. <br /> <br />Brian Pletcher opposes the proposed road location because it would cause <br />the loss of four greenhouses due to the road easement. Locke explained <br />that most likely the greenhouses would be allowed to remain on a <br />grandfathered basis, and no precise surveys have been completed on the <br />road location. The City notified Pletcher that they would not want to <br />physically interfere with the structures. The appraiser feels that if the <br />structures remained and setback requirements are not met it would cause <br />the Pletchers to lose property value and this would be taken into <br />consideration. The City's expectation is that the greenhouses would be <br />allowed to remain. <br /> <br />Brian Pletcher asks the City to consider the importance of how the road <br />affects his property. He would not object to the road itself, but asks that <br />the road be pushed back further. Because his business is small, any amount <br />of land would have a major impact on business. He said Alternative Two is <br />the worst option because it has no entrance off Old Hwy 8 and no direct <br />entrance to his building and sales area. <br /> <br />Glenn Pletcher objects to the proposal because it installs three side roads <br />along his property. He feels these roads will only benefit the industrial park <br />and asks that his opinions be considered during the road design process. <br /> <br />Proper said both Alternatives One and Two include closure of the south <br />drive because it lies too close to Campus Drive. Alternative Two would <br />leave the north drive open, if Pletcher desires, and a common drive would <br />line up with 6th St. along with a third driveway on the south to provide <br />access to Campus Drive. Ultimately, Ramsey County would need to <br />approve the road design. <br /> <br />Williams noted the importance of the Pletchers' concerns. <br /> <br />Dorothy Plocenik has lived at her home for 40 years and has concern <br />regarding relocation.
