I

I

I

Council Meeting Minutes
November 24, 1992

Page 4

Council Business. continued

Assistant to the City Manager Barbara Jeanetta presented the
establishment of a Cable Advisory Committee.

In October, Council announced their intention to create a New Brighton
Cable Advisory Committee. The committee's purpose is to provide
fe~dback to Council and staff that improves the quality of Channel 16
programming: produce or borrow programming of interest to broadcast to
viewers: increase awareness of Channel 16 offerings to New Brighton
residents: and study, evaluate and report to the Council on other matters.

The City Attorney drafted an ordinance to establish the committee.

Advertisement of the seven openings will be placed in local newspapers
along with a posting at the North Suburban Cable Commission studios.

Rebelein supports the creation of the commission.

Motion by Rebelein, seconded by Williams, to WAIVE THE FIRST READING
AND APPROVE AN ORDINANCE AMENDING CHAPTER TWO OF THE CITY
CODE. ESTABLISHING THE CABLE ADVISORY COMMITTEE.

5 Ayes - 0 Nayes, Motion Carried.

City Engineer les Proper presented the bids for a 1993 4-wheel drive
tractor loader/backhoe.

The City's 1978 John Deere was used in the bid process as a trade-in.
The following bids were received: St. Joseph's Equipment, Inc. - Model
580SK Case - $34,151: and Midwest Machinery, Inc. - Model 3100 John
Deere - $38,643.91.

Staff recommends the 3100 John Deere bid because the 580SK Case is
smaller and does not meet specifications. Although the 3100 John Deere
is $4,500 higher in cost, it meets the specifications and has more value.
Staff has used a 3100 as a try-out and were very satisfied.

The estimated cost was $49,000, and with inclusion of the trade-in it
allows the purchase to be well under budget. The tractor has an estimated
life of 1 5 years.

Motion by Williams, seconded by Larson, to APPROVE THE PURCHASE OF
THE 3100 JOHN DEERE TRACTOR lOADER/BACKHOE FROM MIDWEST
MACHINERY, INC. FOR A TOTAL COST WITH TRADE-IN OF $38.643.91.

5 Ayes - 0 Nayes, Motion Carried.

Proper presented for consideration the Silver lake Road Improvement
Project.
