I

I

I

Council Meeting Minutes
November 24, 1992

Page 7

Council Business. continued

Wayne Carlson, 197 Windsor Lane, noted concern that 20% or $300,000-
400,000 of the project's cost will be paid by benefitting property owners.

Darlene Forgy, 560 Silver lake Road, supports CCFSLR recommendations.
She said the County would acquire 9 feet of right-of-way from her front
yard and cut into her driveway turnaround. She does not support a median
between 5th St. and 7th St.

Joan Graf, 2088 Tioga Blvd, rides the MTC Bus on Silver Lake Road and
noted the difficulty when crossing 3rd St. during rush hour. She supports
the County Plan and stop light on 3rd St.

Esther Nowlin, 196 Windsor Lane, said a large majority of Silver Lake Road
residents oppose the County plan. She feels the SRF's report is
compromised by the fact SRF was the only firm chosen to review the plan.
She questioned the problems with the Co. Rd. E project. Proper said the
difference between Long Lake Road and Co. Rd. E is that Long Lake Road
was a reconstruction project and Co. Rd. E was a rehabilitation project.

Mr. Soler confirmed that if the County plan is not used, any type of work
performed on Silver Lake Road would use County and City funds instead of
Federal funds. Benke said Federal funds are allocated to the State of
Minnesota and if there are not used on Silver Lake Road they will be use
elsewhere in Minnesota.

Brynn Johnson and Linsey Willow, Kids and Adults Concerned about the
Future of Silver Lake Road, presented a petition of signatures opposing the
widening of Silver Lake Road.

Shirley Flekke, 2321--7th St., opposes the redesign of Silver Lake Road and
7th St. intersection, and supports the CCFSLR recommendations. She feels
a three lane design with continuous left turn center lanes would address all
safety and traffic concerns.

Rebelein asked what requirements are needed to request a trial three Jane
roadway. Mr. Soler said the City would need to request a pavement
improvement to remove the existing striping and then restripe. The County
would then reconfigure the signals at 5th St., Co. Rd. E and 7th St. Mr.
Soler noted that the process used to remove striping has not been very
successful.

Rebelein noted the very strong public interest in the examination of a three
lane approach. Mr. Soler said the County's position is that trying a three
la'ne road as part of the reconstruction project is not something the County
is willing to undertake. Rebelein asked if the restriping could be addressed
as part of a rehabilitation project. Mr. Soler confirmed that Silver lake
Road would need to be removed from the reconstruction category before
the City could request the restriping. If the City prefers to remove Silver
Lake Road from the reconstruction category, options can be explored.

Council Business

Silver Lake Road
Reconstruction
Project
Report 92-258
