However, Council <br />did ask SRF to review the data and determine if it was reasonably correct. <br />Benke feels SRF performed a good second opinion on the County Plan. <br />Proper noted that City staff performed a new traffic data count for SRF. <br /> <br />Childs noted 1988 figures which listed the project cost of $3.3 million. A <br />breakdown of the funding includes: $2.3 million - Federal aid, $825,000 - <br />County/State aid, $14,000 - County aid, and $141,000 would be the City <br />share which includes signal work, storm sewer and sidewalk. <br /> <br />Childs said about 30 signatures were received in opposition to the plan. <br />Hubert Harmon and Jerry Johnson sent letters of opposition. The New <br />Brighton Chamber of Commerce supports the County Plan. <br /> <br />Craig Iger, 621 Silver Lake Road, noted the conflicting traffic data and said <br />this inform'ation is not enough to support the County plan. <br /> <br />Benke said the Rice St. accident data compares the new road to the old <br />unimproved road. The overall accident rate for a four lane is much lower <br />than a two lane design. <br /> <br />Williams questioned whether a person would have difficulty when merging <br />into a steady stream of traffic traveling in the one lane. Larson noted no <br />problems when pulling out in traffic on Rice Street. <br /> <br />Proper said there is less air pollution when traffic moves freely. He noted <br />that New Brighton's population has declined, but the amount of car trips <br />have increased, the SRF report confirmed that traffic levels will only <br />increase. An uncongested road with good landscaping will improve <br />property values, as opposed to a heavy congested roadway. <br /> <br />Mr. Soler said the County is not against building three lane roads, however, <br />in this case the volume of Silver Lake Road is such that more than one lane <br />in each direction is needed. <br /> <br />Peter Fausch, SRF, confirmed SRF's recommendation of a four lane road. <br /> <br />Gunderman asked if the undergrounding of the powerline would be <br />Federally funded. Proper will investigate. <br /> <br />Edith Dalleska, 191 Windsor Lane, said the CCFSLR report does not just <br />recommend a three lane road, but also covers a broader spectrum of issues. <br />We are a residential neighborhood, not a freeway neighborhood. <br /> <br />David Phillips encouraged Council to not vote on the proposal tonight. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Reconstruction <br />Project <br />Report 92-258 <br />
