Childs said NSP is now conducting a pilot <br />program for electric and water meters in New Brighton. The IRIS System <br />which NSP is utilizing, is very expensive. Gunderman asked if the City has <br />investigated this technology. Benke noted that the group reviewed this <br />technology and found the cost to be very expensive. <br /> <br />City Engineer Les Proper said NSP has not made the decision to commit to <br />the IRIS System, infact, such a decision will not be made for many years. <br />If NSP decides to install the IRIS system, the City's meters are compatible <br />with the IRIS transmitters. Gunderman asked if staff is in communication <br />with NSP, Benke noted that being the City is involved in the pilot program, <br />there is ongoing discussions with NSP, <br /> <br />Gunderman suggested the possibility that Ramsey County could pick up a <br />portion of the costs. Egan suggested the request for proposal could be sent <br />to IRIS, Staff will present the award of the bid in December, <br /> <br />Childs noted that under the IRIS proposal, the 5,200 meter and transmitter <br />equipment which totals $702,000 could not be shared with NSP, but <br />possibly other figures could be shared. In a few years the cost of this <br />technology could be reduced. <br /> <br />Benke said the next logical step for NSP might be to convert the electric <br />and gas meters to the same kind of reader system as the City, then the City <br />could hire NSP to read or the City could provide reads for NSP, <br /> <br />Gunderman asked if NSP went in a totally different direction, would the <br />City be notified, Childs said the City is in constant contact with NSP. Egan <br />noted that NSP has not made a commitment to any technology, Childs said <br />the IRIS system did not meet the City's cost benefit test. <br /> <br />Williams said being the investment in this current proposal is much lower <br />than other technologies, a switch in the future to a different technology <br />would not reflect a huge loss. Egan agreed and verified that the $ 18,000- <br />20,000 cost assumes the City would continue with the current approach of <br />installing remotes on existing accounts. The new dollars would purchase <br />the smart gun technology. <br /> <br />Council Business <br /> <br />Water Meter <br />Remotes <br />Report 92-241 <br />Resolution 92-118 <br /> <br />City Planner Erny Mattila presented the site plan for construction of a Plume Site Plan - PGRS <br />Groundwater Recovery System on the existing Public Works site, Facility <br />Report 92-242 <br />A truck bay door would be located to allow for servicing and removal of <br />carbon from the contactor vessels. The facility would generate one semi- <br />truck trip per month and two or three vehicle trips per day, The operation <br />would be noise free, The facility complies with the 1-2 district standards <br />and the City's Zoning Ordinance. The facility will be painted off-white with <br />dark green trim to match the cold storage building, The City Forester and <br />Public Works crew will plant new evergreen and shade trees on the site. <br />
