<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, <br />October 13, 1992, at 7:35 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Councilmembers Gunderman, Larson, Rebelein and Williams, <br /> <br />Absent: <br /> <br />Mayor Benke <br /> <br />Also Present: <br /> <br />David Childs, City Manager <br />John Kelley, Police Chief <br />Kevin Locke, Community Development Director <br />Erny Mattila, City Planner <br />Les Proper, City Engineer <br /> <br />Council Aaenda <br /> <br />Report No. 92-233, Monitoring Well Installation Agreement, was renamed <br />to VIII-3A and Report No, 92-233, Agreement between New Brighton and <br />Alliant Techsystems, was renamed to VIII-3B. Larson added to the Council <br />Business Agenda the "Creation of a Cable Advisory Committee." <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE AMENDED <br />COUNCIL AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND <br />APPROVE SEPTEMBER 22 AND 29, 1992 COUNCIL MEETING MINUTES, <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Acting Mayor Williams, with Council consent, received the minutes of the <br />Citizen Study Commission - May 27, 1992; Planning Commission - August <br />18, 1992; and Economic Development Commission - August 18, 1992. <br /> <br />Soecial Order of Business <br /> <br />Police Chief John Kelley said the Family Violence Network is an intervention <br />and support group for domestic violence victims which operates in Ramsey <br />and Washington Counties, He proposed that the agreement's approval be <br />subject to City Attorney review. He introduced Family Violence Network <br />staff Liz Johnson and Debbie Dale. <br /> <br />Ms. Johnson, Business Manager, said the Network is pleased to begin work <br />with the City of New Brighton, Their services include: 24 hour crisis line, <br />safe housing, support groups for women and children, court advocacy and <br />education, funding is provided by Ramsey County and the Community <br />Development Block Grant. About 97% of victims are women.
