Because funds must be spent by June 30, 1993, the bulk of the planting would be done the preceding spring. This is a matching grant and the City's contribution would be in labor, equipment use and maintenance. Wriskey said competition for the grant is great, but New Brighton's Tree City USA status is an advantage. The grant will be awarded in a month. Motion by Gunderman, seconded by Rebelein, to AUTHORIZE SUBMITTAL OF A $25,000 GRANT PROPOSAL FOR TREE PLANTING/ENERGY CONSERVATION PURCHASE. 5 Ayes - 0 Nayes, Motion Carried. Fire Chief Mark Frieden presented the bids on refurbishing of the 1975 Howe Pumper Truck. Bids were received from Carver County Collision and General Safety Equipment. Frieden recommends the acceptance of the low bid which was received from Carver County Collision in the amount of $29,550. Frieden reviewed Carver County Collision's references and he is confident they will deliver a quality constructed product. City Manager David Childs noted that the City was able to delay the purchase of a new pumper by refurbishing the 1975 pumper. Motion by Rebelein, seconded by Williams, to AWARD THE BID TO CARVER COUNTY COLLISION IN THE AMOUNT OF $29,550 FOR THE REFURBISHING OF THE 1975 HOWE PUMPER TRUCK AND AUTHORIZE THE MAYOR AND MANAGER TO EXECUTE THE CONTRACT. 5 Ayes - 0 Nayes, Motion Carried. City Planner Erny Mattila presented the second reading of an amendment to the City's Subdivision and R-2 Standards to allow for the administrative review and approval of a lot split for an existing two-family home site. The amendment pertains only to existing lots and not lot splits that create a new building site. If a new building site is proposed it would come through the normal process. Mattila confirmed that no public inquiry has been received regarding the ordinance's first and second readings. Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING AND GIVE A SECOND READING AND ADOPT AN ORDINANCE AMENDING THE CITY'S R.2 DISTRICT AND SUBDIVISION STANDARDS ALLOWING FOR ADMINISTRATIVE REVIEW AND APPROVAL OF A LOT SPLIT FOR AN EXISTING LOT CONTAINING AN EXISTING TWO-FAMILY DWELLING. 5 Ayes - 0 Nayes, Motion Carried.
