<br />Bob Jaskowiak and Mark Toupal, the new Parks, Recreation and Environmental <br />Commission members, were also introduced. <br /> <br />. <br /> <br />B. <br /> <br />Old Highway 8 Re-development in the Northwest Quadrant <br />Jason West introduced Grant Wyffels, Director of Public Works and John Horn of <br />Kimley-Horn and Associates, Inc, Grant Wyffels told the Parks, Recreation and <br />Environmental Commission and the Public Safety Commission that as part of the <br />Northwest Quadrant redevelopment, they will be reconstructing Old Hwy 8 north <br />of 694 to the Long Lake Park entrance which is roughly lf2 mile. There have been <br />meetings with Ramsey County regarding this design since (?14!::i'!")'. 8 is a County <br />road. John Horn gave some background and gave a po'Xerpoil1tpl'e~~p.tation. He <br />felt the biggest discussion should be whether or not the1?ike lane beloiig~ on the <br />roadway. There were two options provided. To do any kind of separate <br />pedestrian bridge would cost about 1 million dollars. <br />. The concern about lighting fixtures was that we want the lights to <br />shine on the sidewalks; not in the eyes of the drivers. <br />. Have environmental concern regarding too much pavement which <br />creates more runoff. Who is responsible for the runoff pond? <br />John Horn commented that if there is a bike lane, there would be 12 <br />feet more pavement so more run off. Don't know if it would be <br />significant, but it would be more, The City would be responsible for <br />the pond. <br />. Would it be cheaper to build a separate off road bike path, rather than <br />keep it on the roadway? John Horn said it is cheaper to keep if <br />separate than to add to the 12 feet of roadway. <br />. Is it common to have a bike lane and parallel parking together? <br />John Horn stated it was not common. In some places in Minneapolis <br />and St, Paul you may find this, but not in the suburbs. If we went <br />forward with Option # 1 we would be the first in Ramsey County to <br />have an on-street bike lane. <br />. Perhaps this corridor could be a rest area or stop for bikers.
