<br />'I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />May 12, 1992 <br /> <br />Page 3 <br /> <br />Public Hearina. continued <br /> <br />Hearing was closed at 7:49 p.m. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION MODIFYING PLANS FOR DEVELOPMENT <br />DISTRICT'1 AND APPROVING THE TAX INCREMENT FINANCING PLAN <br />FOR TAX INCREMENT FINANCING DISTRICT '19. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Agenda Items: VII-3 and VII-4 - 7:53-10:10 p.m. <br /> <br />City Engineer Les Proper said Council reviewed the feasibility study for <br />Improvement Project 92-2, Oakwood Drive Drainage Problem, and ordered <br />an improvement and assessment hearing. <br /> <br />In September 1991, 389 and 391 Oakwood Drive requested correction of a <br />drainage problem. The lots are located at Oakwood's low point and flood <br />during rainfalls from water overtopping the curb and flowing into the low <br />land in the back. Prior to the 1984 construction the 391 Oakwood house, <br />drainage flowed across the vacant lot without creating problems. <br /> <br />Approximately 25 acres along Oakwood from Haines Avenue to Silver Lane <br />contribute drainage to the problem area. The existing system does not <br />have adequate capacity and overflows at the low point on Oakwood. The <br />storm sewer on Silver Lane, which the Oakwood system drains into, has <br />sufficient capacity to handle the entire drainage area, <br /> <br />The Oakwood storm sewer was installed with the curbing and surfacing in <br />1964. Staff could not find design information on the 15 inch storm sewer <br />and cannot determine if it was intended to serve all the area draining to it. <br /> <br />Analysis indicates the 15 inch storm sewer from 3rd St. to Silver Lane does <br />not have adequate capacity. It needs to be replaced with a 27 inch storm <br />sewer between 3rd St. and the low point, and a 30 inch storm sewer from <br />the low point to Silver Lane. <br /> <br />The 260 Oakwood complaint refers to runoff overtopping the curb at the <br />beginning of the Sky High Drive storm sewer. The existing storm sewer <br />has adequate capacity, but the catch basin grates are small and plug easily. <br />To correct this, the grates would be replaced with high capacity grates. and <br />the boulevard bermed higher to confine the water in the street. <br /> <br />City policy is to design a system to handle a 10 year flood, and the <br />proposed pipe will handle such an occurrence. Proper noted that an 100 <br />year flood would cause serious flooding throughout the City and it is <br />economically infeasible to design such a system. <br /> <br />The Oakwood replacement storm sewer and Sky High catch basin will cost <br />$84,000. Each lot within the drainage area is assessed a portion based on <br />contributing area. The City will pay for the street right-of-way and Silver <br />Oak Park.
