<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 10, 1992 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />A panel, which included members from the Finance staff and FPAB <br />representatives. conducted one-hour interviews with each finalist. <br /> <br />The evaluation was based on each organization's presentation. corporate <br />presence, understanding of City concerns, general attitude, depth of <br />operations team, location. and service costs. The panel presented two <br />alternatives: continue use of banking services - payroll checks, cash <br />deposits for utility; or a move to new services for payroll direct deposit <br />and electronic utility payments. <br /> <br />First Banks offered a very unique and advantageous feature of cost-free <br />deposit and checking services. The cost.free services are available <br />because of the City's participation in the League of Cities' 4M Fund. <br /> <br />The panel feels First Banks offers the overall strongest proposal and will <br />meet the needs of the community both now and in the future. The City's <br />business would be housed at the Apache Plaza facility. The initiation of <br />these banking services will take place as soon as is practical. <br /> <br />Finance Director Margaret Egan said the selection involved the analysis of <br />an institution's proposal and the finalists were given an opportunity to <br />present additional information at the interview. None of the finalists <br />requested information from other proposals. Each finalist has been <br />notified of the panel's recommendation. <br /> <br />Council commended the panel for their excellent work. <br /> <br />Vaughn Peterson, President of First Banks Apache. thanked the City for <br />considering their proposal and selecting them as City service provider. <br /> <br />Motion by Larson, seconded by Rebelein, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SELECTING THE BANKING SERVICES <br />PROPOSAL OFFERED BY FIRST BANKS - APACHE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Ucdates <br /> <br />Council Business <br /> <br />Banking Services <br />Selection <br />Report 92-032-2 <br />Resolution 92-024 <br /> <br />Announcements & <br />Ucdates <br /> <br />Childs said several teenagers attended a party in New Brighton where <br />alcohol was introduced at the party by other teenagers. When this DARE Program <br />occurred, a majority of the teenagers left the party because of the alcohol <br />and called their parents to drive them home. The majority of the <br />teenagers are former DARE students, Although it is difficult to tie the <br />incident to the DARE Program, school officials feel this is a very good sign <br />that attitudes towards drinking are changing, and that the DARE <br />Program's emphasis on self-esteem and peer pressure if valuable. Council <br />will sent a letter to the students commending them for making the correct <br />decision. <br />
