Most of the advantages received from a
local institution are no longer in existence. Emphasis will be placed on an
institution's efficiency.

Motion by Williams, seconded by Benke, to WAIVE THE READING AND
ADOPT THE RESOLUTION ESTABLISHING GUIDELINES FOR SELECTING
THE CITY'S BANK ASSOCIATES AND DEPOSITORIES.

5 Ayes. 0 Nayes, Motion Carried.

City Engineer Les Proper presented the bids for the elimination of Old Lift
Station # 10, Project 92.7.

The lift station is 35 years old and handles the businesses north of 1-694
along Old Highway 8, In 1987. the Metro Waste Control Commission
installed a new interceptor sewer in Arden Hills which enabled the City to
eliminate this station.

The original estimate of $125,000 was based on conversations with a
number of contractors. The conditions were found to be more difficult
than previously perceived and additions were made to the original plans
and specifications. Based on the number of bids received, staff feels the
low bid from Brown and Cris to be very competitive. Brown and Cris have
performed a number of projects in the City and their work is satisfactory.

Motion by Larson, seconded by Rebelein. to AWARD THE BID TO
ELIMINATE OLD LIFT STATION #10 TO BROWN & CRIS IN THE AMOUNT
OF $152,090.00.

5 Ayes ~ 0 Nayes, Motion Carried.

Community Development Director Kevin Locke presented for consideration
execution of a donation agreement for the 11.5 acre parcel at 10th St.
and 5th Ave. NW.

An environmental assessment was conducted on the parcel and no
significant potential for environmental concern exists on the site.

Childs received a phone call from a resident expressing the City should
provide only basic services to its residents and feels ownership of this sort
of property should be left to private industry. Benke said the City's intent
is to return the parcel to production as soon as possible. Larson received
several favorable comments from residents regarding the City's
opportunity to accept such a parcel.

Council Business

FPAB Banking
Policy
Report 92-025
Resolution 92~008

Removal of Lift
Station 10
Report 92-026

Land Donation -
10th St. and 5th
Ave.
Report 92-027
Resolution 92-009
