<br />Council Meeting Minutes <br />January 28, 1992 <br /> <br />Page 8 <br /> <br />I <br /> <br />Council Business. continued <br /> <br />Childs feels the City could support the proposals which provide for <br />mergers, consolidations and restructuring of services, however, there <br />needs to be some sense of cost fairness. These proposals can be viewed <br />as an opportunity to rethink how we perform and restructure our services. <br /> <br />A hearing to receive public input will be held January 29. Final <br />recommendations are scheduled before the Legislature in the next weeks. <br /> <br />Williams said the Ramsey County League of Local Governments (RCLLG) <br />Legislative Committee generally supported efforts to increase efficiency <br />which are mutually beneficial to all communities. However, the RCLLG is <br />not in favor of shifting costs to the suburban communities. <br /> <br />The school districts chose not to activity participate in the study. <br /> <br />Childs said the next process is to develop alternatives for a financial <br />proposal which is mutually beneficial. Williams hopes consolidation will <br />not be considered the most important issue. Childs feels the Commission <br />members came into the study presuming consolidation was the main <br />issue. Williams feels consolidation is "not the only show in town" and <br />there are more alternatives to investigate. <br /> <br />I Rebelein noted the Charter Commission hes not reviewed the reports. <br /> <br />Childs said surface water and solid waste management are two issues <br />which county wide efforts are recommended. Joint purchasing is an area <br />of possible savings. <br /> <br />Childs will prepare a draft statement for the Council to review. <br /> <br />Williams presented a resolution relating to the New Brighton, Fridley, <br />Mounds View and Spring Lake Park Joint Senior Center. <br /> <br />The resolution urges Legislative changes to the joint powers statutes to <br />make the multi-city center legally feasible. The changes would allow one <br />city to issue bonds on behalf of the other members; and allow cities the <br />feasibility to levy taxes for the debt service of the bonds and operational <br />costs of senior programs.
