<br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />1 <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, <br />October 8,1991, at 7:30 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson, and Williams. <br /> <br />Absent: <br /> <br />Councilmember Rebelein <br /> <br />Also Present: David Childs, City Manager <br />Charlie LeFevere, City Attorney <br />Erny Mattila, City Planner <br /> <br />Council Aoenda <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />APPROVE THE SEPTEMBER 24, 1991 COUNCIL MEETING MINUTES. <br /> <br />1 4 Ayes - 0 Naye.. Motion Carried. <br /> <br />Commission Minutes <br /> <br />Mayor Benke, with Council consent received the minutes of the <br />Environmental Quality Commission - July 17, 1991; Park Board - <br />September 4, 1991; and Planning Commission - July 16, 1991. <br /> <br />Soecial Order of Business <br /> <br />Coralie Wilson, North Suburban Cable Commission Executive Director, said <br />the Commission's primary responsibility is to administer and oversee the <br />cable franchise agreement awarded to Cable TV North Central. The <br />Commission has begun work on the following: national technical <br />standards, customer service standards, review of financial records and <br />franchise compliance, and retransmission of FM radio stations. <br /> <br />1 <br /> <br />The Cable Commission has assumed responsibility from North Central <br />Cable Company for the public access function of cable television. The <br />Commission established the North Suburbs Access Corporation to operate <br />public access function and charge it with management of 1 2 community <br />channels, development of operating and personnel policies, hiring staff, <br />upgrading facilities and training programs. Training is provided to schools <br />and municipalities, and a Municipal Programming Workshop is scheduled <br />November 15. On October 21 an open house will be held at the new <br />Irondale studio.
