T <br /> <br />DATE: <br /> <br />October 13, 2006 <br /> <br />CASE: <br /> <br />CM2006-00 I, RZ2006-006, LP2006-007, SP2006-0 13 <br /> <br />SUBJECT: <br /> <br />Comprehensive Plan Amendment, Rezoning, Site Plan Review, Special Use <br />Permit and to Allow a Hot-Mix Asphalt and Ready-Mix Concrete Production <br />Facility at 2200 Old Highway 8 NW. <br /> <br />ApPLICA:'\TS: Michael Murlowski of Murlowski Properties Inc. in conjunction with applications <br />for a Comprehensive Plan Amendment, Rezoning, and Site Plan Review; and <br />Blair Bury of Midwest Asphalt Corporation in conjunction with an application for <br />a Special Use Permit. <br /> <br />REQUEST & BACKGROUl'iD <br /> <br />The applicants are requesting a number of land use approvals to allow the development of a hot- <br />mix asphalt and ready-mix concrete production facility on the site currently owned and occupied <br />by Belair Excavating, located at 2200 Old Highway 8 NW. In addition to the hot-mix asphalt <br />and concrete production, the proposal would also include a rail car unloading facility for <br />transportation of crushed aggregate used in the asphalt production; and concrete and bituminous <br />crushing/recycling and associated outdoor storage (recycled and specialized aggregate). <br /> <br />The site is currently being used for outdoor storage of recycled aggregate, heavy construction <br />equipment, and other supplies related to Belair's various construction operations. The o\'mer of <br />the property, Murlowski Properties Inc., plans to lease a portion of the property to Midwest <br />Asphalt Corporation for the operations described above. <br /> <br />In order to consider this request, the applicants have submitted several land-use applications, <br />including: <br /> <br />. Comprehensive Plan Amendment: Proposal to re-guide the site from Light Industrial to <br />Heavy Industrial. <br /> <br />. Rezoning: Proposal would rezone the site from from I-I, Light Industrial to I-2,Heavy <br />Industrial. The applicant has included a portion of the adjacent railroad right-of-way as <br />part of the request. <br /> <br />. Site Plan Review <br /> <br />. Special Use Permit: Proposal would allow the asphalt/concrete production facility use, <br />which includes outdoor storage. <br />
