This location directly <br />abuts the City of Mounds View municipal border and such a development would without <br />question adversely impact our community in general as well as the businesses directly <br />adjacent on Mustang Drive. <br /> <br />The City of Mounds View supports the City of New Brighton's efforts to redev"elop its <br />Northwest Quadrant as this will also serve to benefit our community as well. Relocating <br />the displaced asphalt plant to our shared municipal border, however, is not an appropriate <br />means by which to achieve the city's redevelopment vision. <br /> <br />Businesses on Mustang Drive are already adversely impacted by the Belair Excavation <br />operations; changing the zoning and the future land use of the property and approving a <br />special use permit to allow for the more intensive development that the addition of <br />Midwest Asphalt would bring will only exacerbate problems presently experienced. <br /> <br />In reviewing these applications as well as the requested Special Use Permit, we would <br />like you to consider that such a development would be detrimental and injurious to the <br />public health, safety, comfort and enjoyment of the employees, business and residents in <br />this area and would diminish and or impair property values in the immediate vicinity. <br /> <br />In conclusion, it is our opinion that the Belair site is not an appropriate location to which <br />Midwest Asphalt should be relocated for the reasons stated above. We strongly <br />encourage the New Brighton Planning Commission to recommend denial ofthe rezoning <br />application, comprehensive plan amendment, special use permit and site plan review <br />associated with the Midwest Asphalt relocation proposal. <br /> <br /> <br />2401 Highway 10 .
