Black reported that he has received a telephone call from the <br />property owner behind Harry's, who is interested in using the site as a parking lot. <br /> <br />Belair and Midwest Asphalt <br /> <br />Black reported that the Council heard a proposal by Belair and Midwest Asphalt for Midwest to <br />operate on a portion of the Belair site. Minnesota Commercial would run a spur track off of the <br />existing rail road track to serve both business, and continue through the site into Mounds View <br />where it will serve Tyson by rail. Tyson has additional land that may be able to accommodate <br />Ferrellgas. Minnesota Commercial would be willing to abandon the team track that it is <br />requesting as replacement for the Butcher Spur. This would intensify the use of the rail in that <br />area. The excess track, which is part of TCAAP, would be purchased by the Ramsey County <br />Regional Rail. <br /> <br />. <br /> <br />Harmon asked what Belair and Midwest Asphalt need in order for the City to approve for this <br />project. Black replied that the City would have to rezone the property and approve a special use <br />permit and a change to the comprehensive plan. Even if the City approves this plan there is <br />some question on what Mounds View will approve. Kaufhold indicated that he thought that <br />Ferrellgas needed to be on a busy street. Black replied that the company is a bit unique in that <br />they need retail location but also an area for their tank: location, but they may be willing to split <br />the retail location from the tank: storage. Larson added that Tyson may double the size of its <br />facility if it has rail access. Delaune asked what the timeline is for this project. Black replied <br />that while Council has been briefed on this, it would still have to go before the Planning <br />Commission and back before Council, so it will take some time. <br /> <br />Other Business <br /> <br />Nelson reported that the Town Hall Meeting will be held on October 7th at 8:30 a.m., and asked <br />if a theme has been determined. Larson replied that the theme is still being put together. <br />Kaufhold inquired about the results of the citywide survey. Black replied that it was presented to <br />Council at the last meeting. Larson added that the results will be placed on the website with two <br />charts from the League of Minnesota Cities which show the cost to the taxpayer per day <br />compared to surrounding cities. The cost for New Brighton residents is $0.82 a day compared to <br />the average $1.24 per day for surrounding cities. <br /> <br />Laxson indicated that he is requesting Sathe to re-advertise nationally for the city manager <br />position. Delaune asked for an updated timeline. Larson replied that it has not yet been <br />finalized. Delaune indicated that he was only looking to keep the citizens informed so there is no <br />speculation. Larson estimated that it appears that the new city manager will begin in three to <br />four months. <br /> <br />.
