On August 8,
2006, the City Council awarded a contract to Century Fence Company in the amount of $33,900.

Financial Impact: The cost to install a 4-foot wide single swing gate is $877. This entire cost
will be funded from Fund 206 - NBCGRS Army Water Fund. The Army has approved up to
$85,000 for a security gate as listed in the 2005 report of the annual meeting between the City
and the Army.

Explanation: In the event of a power outage at Water Treatment Plant 1, the vertical gates will
not operate. If this event were to occur, a key operated 4-foot wide swing gate would allow
access to the plant. Once inside the plant, the plant operator could manually start the electric
generator to restore temporary power to the plant.

AJ

Grant M.
