WYFFELS, P.E. DIRECTOR OF PUBLIC WORKS 6A1
CITY MANAGER'S APPROVAL:
No comments to sup lement this re ort

Recommendation: To approve the quotation from Keys Well Drilling for the maintenance work on well pump 4 and
installation of draw down transducers. To authorize the expenditure of up to $30,000 for the maintenance work and drawdown
transducers installation on well pump 4.

Legislative History: August 23, 2006 Maintenance work on New Brighton well 4 has been approved in the United States
Army annual budget for off site groundwater remediation activities in New Brighton at our annual meeting.

Financial Impact: The following quotations were received for the well maintenance work:

Keys Well Drilling
Bergerson Caswell
E. H. Renner & Sons

Well 4
$16,757.00
$18,820.00
$20,821.00

The quotations are based on estimated work and unit prices for parts that may be required. The actual cost per well typically
runs in the neighborhood of about $30,000. If unexpected major parts need to be replaced or if the well needs to be cleaned
of sand the cost would be higher than $30,000. Staff recommends that Council authorizes the expenditure of up to $30,000,
and if any of the final cost exceeds $30,000 we will report back at a latter date for further authorization. All of the above
contractors have preformed satisfactorily on past City work and staff recommends that maintenance work for Well 4 be
awarded to Keys Well Drilling.

Explanation: The purpose of this item is to obtain Council authorization to proceed with routine maintenance and repair
work on the well pump in City Well 4. The majority of the work will be routine maintenance consisting of pulling the well
pump, inspecting it, replacing worn and corroded parts and reinstalling the pumps. A well drawdown transducer will also be
installed in the well.

Well 4, located at 700 Silver Lake Road, and produced 600 million gallons since it was last serviced in April of 2004. It is
part of the off site Twin Cities Army Ammunition Plant (TCAAP) groundwater remediation system and is one of the primary
pumps for Water Treatment Plant I.

Well draw down transducer will be installed in the well to measure the aquifer water level automatically on the computer.
This groundwater elevation information is reported to the Minnesota Department of Natural resources (DNR) each year as
part of our DNR Water Appropriations permit. The permit allows the City of New Brighton purchase waters of the state (the
groundwater) to pump and sell to its residents and businesses. The current drawdown measurement is done with an air line
that have been replaced every well maintenance. The drawdown transducers will last longer, be more accurate and not need
an operator in the well house while the pump is running.

Costs and Funding: The cost for the maintenance work and installation of drawdown transducers on well pump 4 would be
paid from the Army 20 year operation and maintenance fund.

~~j~

Kerry T orne
Civil Engineer I

G:\liNG\W A TRSPL y\ WELLS\PUMPS\2007\Couneil Report.due
