The building construction itself is of an almost totally <br />fire resistant character being principally concrete and <br />steel. <br /> <br />Based on consideration of these factors, it is our initial <br />opinion that the. infreased hazard which would result from occupancy <br />of this building in the absence of a sprinkler system is not <br />significant. We have not yet, however, had the opportunity to review <br />this question in detail with the Fire Department. Prior to the <br />Council meeting, the City Fire Marshal and I will be visiting <br />the existing Trend Enterprises facilities and also visiting the <br />new facility to discuss what degree of hazard would exist and <br />what additional measures might potentially be taken at the time <br />of occupancy of the new facility and during the interim of the <br />operation of the new facility when sprinklers are not present in <br />order to reduce the fire hazard. In general terms, we can suggest <br />at this time two conditions which should be considered for being <br />attached to any certificate of occupancy. First, conformance with <br />the suggestions of the Fire Marshal both at the time of movin~,into <br />the facility and during occupancy of the facility until sprinkler <br />systems are installed to reduce the fire hazard. Two, posting <br />of a bond or other financial quarantee to assure that the sprinkler <br />system will be installed as soon as possible. Under the City Code <br />provisions for temporary certificates of occupancy, this temporary <br />certificate would then be good for a period of nine months. There <br />is no specific provision for extending the period of time, however, <br />hopefully within nine months the strike should be settled and the <br />sprinkler system installed. The Uniform Building Code places no <br />limitation on the length of time for which a temporary certificate <br />of occupancy can be granted. It is the intention of the applicant <br />that the temporary certificate would apply only to the sprinkler <br />system, all other aspects of the building and site work will be <br />completed prior to their occupancy of the facility. <br /> <br />,/) .,7 U ' <br />,/ 1/' / <br />~~;Z kL~ <br /> <br />Barry P-.
