Winkels, Director of Community Development <br /> <br />SUBJECT: STOCKMAN'S STEAK HOUSE <br />Mississippi Street & 26th Avenue N,W, <br /> <br />The original authorization for a building permit for the Stockman's <br />Steak House (J. Welsch) at the above noted location contained a <br />provision for additional landscaped berms along 26th Avenue N,W. <br />and 22A Street, <br /> <br />In addition the attached letter form the former Director of <br />Community Development notes that the building must be shifted <br />somewhat to the east so that the required buffer strip can be obtain- <br />ed along 29th Avenue N,W, <br /> <br />Along with the original site, landscape and building plans the <br />applicant has inserted a revised sketch showing the building re- <br />located so as to provide for the required buffer strip, The plans <br />do not however, indicate berms along 26th Avenue N,W, and 22A Street, <br />landscaping of these areas is however shown. <br /> <br />Any approval of the building permit should therefore include a <br />condition that these berms be provided, <br /> <br />Other than the above, the plans indicate complete conformance with <br />requirements of the existing B-3 zoning classification, as was the <br />case several years ago when the plans were originally submitted <br />to City Staff, We feel it is important to raise a point first <br />noted over four years ago, That is, that the parking shown on the <br />site is adequate for the number of seats proposed (189), which <br />seating is confined to the first' floor, There is a basement area <br />to the building which as shown on the plan will have access via <br />two stairways and an elevator, The applicant has always indicated <br />that this area 'would be used primarily for storage, This area may <br />not be used for additional .seating as it will create a non- <br />conformity in terms of parking, and could possibly create a viola- <br />tion in regard to the liquor license fee under the ordinance, <br /> <br />If the building permit is legally to be authorized with the site <br />amendment noted above we would recommend the following: <br /> <br />1, That a revised landscape plan be received showing <br />berms along 26th Avenue N,W, and 22A Street, <br />2. That all grading and drainage be subject to <br />approval of the City Engineer, <br />3, That approval be subject to revised plans dated <br />and signed by the applicant and City Planner, <br />
