e

e

e

" '

R~quest: LP-3I, Review of landscape ana plat plan for proposed
Career Development Center in conjunction with United
Theological Seminary Master Plan

Applicant: United Theological Seminary of the Twin Cities.

Location: 3000 Fifth Street ~] (northeast of the intersection
of Fifth Street Northwest and Stinson Bou1evar0)

Zoninq: R-1, governea by Special Use Permit (SP-58)

Heiqht: 22 feet (2 story)

Exterior treatment: Stucco with ceoar trim

Discussion:

The request of United Theological Seminary is to construct
a building for a Career Development Center. This related
educational facility would be used for counseling services and
is shown primarily to contain office rooms.

Plans submitted indicate two alternatives for parking.
One alternative shows parking for eight spaecs and the other
alternative shows a much expanded area for an additional 46
spaces. The applicants have indicated that the expanded parking
scheme is contingent on the available financial resources.
We would note that according to the Special Use Permit Resolution
the actual parking requirements are to be determined by the
City Council. In consideration of the parking, we would also
note that the building plans indicate that there would be
4 offices, a group room and a reception room. Assuming all
these rooms are occupied at a given time, 8 parking spaces
may be the minimum that would be required. We would suggest
that the parking be somewhat expanded for the immediate needs
of the Career Development Center. The Master Plan text indicates
that the parking area \1ould have a butumious: surface and would
be curbed. Access to the Career Development Center and parking
areas would be from Driftwood Lane and Fifth Street NW.

The plat plan is complete with the exception that 1) dimensions
of the parking speces are not shown~ 2) conplete plans for proposed
sidewalks are not shown~ and ~) fire hydrant locations are not
shown. The concern for fire hydrant locations is discussed
in the Master Plan discussion.
