<br />-4- <br /> <br />2. A revised grading and drainage plan is shown for the western <br />and northern portions of the shopping center property: <br /> <br />3. Revised site plan indicates a cellar being constructed under <br />approximately the northern half of the western shopping center <br />building. <br /> <br />Analvsis: <br /> <br />Our comments and concerns for the site plan revisions are as <br />follows: <br /> <br />Access Easements <br /> <br />The various access easements provided by the shopping center <br />and Super Valu to adjacent properties are shown on the site plan <br />in specific locations although they are not defined in terms of <br />dimensions. As the future development of some of these effected <br />sites are as yet, uncertain it may be desirable to have the site <br />plan and documents reflect an easement along the entire border <br />between the effected properties. This would provide the future <br />developers some flexibility in site design and also would permit <br />the Council to have a further review of circulation patterns. <br /> <br />Gradinq and Drainaqe: <br /> <br />The changes in grading effect the northern parking lot and the <br />area along the western property line. Drainage on the northern <br />parking lot is now shown to be from east to west. Water would <br />be directed by grading down the driving lane along the western <br />property line. Water would leave the shopping center via a <br />bituminous spillway and be channeled into a storm sewer line to be <br />constructed just west of the shopping center property. This <br />storm sewer line would connect with the proposed storm sewer <br />just south of the western shopping center building. The site plan <br />indicates there will be a 20 foot storm sewer easement on the <br />property now owned by the RCE Corp. located west of the shopping <br />center. The City Engineer has reviewed the revised grading and <br />drainage plan and has indicated that it is satisfactory. The <br />applicant has indicated that his design engineer will be present <br />Tuesday night to answer any questions. <br /> <br />proposed Cellar: <br /> <br />The revised site plans indicate that a 10,OOO square foot <br />cellar would be constructed under the northern half of the western <br />building. The cellar would be below the grade of the driving <br />lane along the western property line. Steps would provide access <br />to the lower entrances and a retaining wall is shown to shield <br />
