<br />.. <br />.. j <br /> <br />RESOLUTION NO 85-17 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELUHNARY PLANN- <br />ED RESIDENTIAL DEVELOPMENT PRD-42 FOR CROSSROADS OF NEW BRIGHTON <br /> <br />WHEREAS, an application for a preliminary planned residential <br />development (PRD-42) has been made by Crossroads of New Brighton; <br />and <br /> <br />WHEREAS, the procedural history of the application is as <br />follows: <br /> <br />1. That an application for a preliminary PRO was filed with the <br />City on February 5, 1985. <br />2. That the Planning Commission, pursuant to pUblished and mai <br />ed':notice, held a publiC hearing on February 19, 19E15, all <br />person's present at the hearing were given an opportunity to <br />be heard. <br />3. That the application for preliminary PRD approval was re- <br />viewed by the Council on February 26, 1985. <br />4. That the comments and analysis of staff and the Planning <br />Commission minutes and recommendations were considered. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council that the <br />following Findings of Fact are made in respect to PRD-42: <br /> <br />1. That the proposed development is consistent with the type, <br />density and height and bulk of surrounding lands. <br />2. That the proposal is consistent with the stated purposes <br />of the Planned Residential Development procedure by promot- <br />ing and encouraging social interchange between elderly <br />res ide n t san d b etVJ e en res ide n t s of . d iff ere n t s 0 c i 0 - <br />economic backgrounds. Further, that it would encourage <br />a life-cycle environment by providing housing for the <br />elderly. <br />3. That internal circulation and recreational spaces are <br />adequate for their intended purposes. <br />4. That the open space provided is adequate and compatible with <br />the surrounding area. <br />5. That the proposed access is sufficient and that the type of <br />proposed development will generate traffic levels comparable <br />to low-density family development on the same site. <br />6. That the property location and site development provide easyl <br />access for emergency vehicles thereby ensuring the safety of. <br />of the development residents. <br />7. That the proposed development would not be detrimental to <br />the public health, safety, morals and general welfare of the! <br />d. \ <br />surroun lng area. i <br />8. That the proposal is consistent with the Comprehensive Plan I <br />on the basis that the traffic, massing, height, activity 'I <br />level, noise and light generated by the increased density , <br />will still be compatible with nearby low density family <br />housing. <br />9. That the applicant has petitioned for approval of rezoning <br />of the site from R-2 and R-3B to R-3A. <br />10. That the proposed new 48 unit building will be of comparable! <br />quality to the existing building. <br /> <br />, <br />I <br />BE IT FURTHER RESOLVED that the application PRD-42 is and here-I <br />by approved subject to the following conditions: i <br />1. Approval of Rice Creek Watershed District and the construc- I <br />tion of additional storm sewer facilities which may be <br />required. <br />2. That the final plan designate the location of additional <br />parking spaces to be constructed in the event that the <br />present parking facilities become inadequate. <br />3.
