<br />Attachment A <br /> <br />CITY OF NEW BRIGHTON <br /> <br />r <br />, <br /> <br />PURCHASING POLICY <br /> <br />l <br /> <br />Procedures for Expending Funds and Disposing of City pronerty <br /> <br />Section 1. <br /> <br />Scope. <br /> <br />The purpose of this Chapter is to exnlain the procedures that <br />shall be used for expending funds and disposing of City property. <br /> <br />Section 2. <br /> <br />Consistency with Minnesota Statutes. <br /> <br />It is intended that this Chapter shall be consistent with the <br />provisions of Minnesota Statutes, specifically ~1.S. 471.345. <br /> <br />Section 3. <br /> <br />Biddine reauired for purchases of at least $15,000. <br />~ - , <br /> <br />Unless exempted by ~innesota Statutes, the formal bid process <br />shall be used for any purchase with an estimated cost of at <br />least $15,000. The steps in this process are: <br /> <br />A. Specifications ?reoared. The Department Head shall prepare <br />specifications and submit these to tr.e City Manager. The <br />City Manager shall forward the specifications to the City <br />Council for their approval. <br /> <br />B. Council authorizes bidding. Before bids can be solicited, <br />the City Council must approve the specifications and <br />authorize the advertisement for bids. <br /> <br />C. Advertisement for bids. At least ten (10) days prior to <br />the date scheduled for the bid opening, notice shall be <br />placed in the official newspaper. The notice shall advise <br />the public that bids are being acce?ted from qualified <br />bidders. For large ?urchases, notices may also be placed <br />in other ap~ropriate publications. <br /> <br />D. Council award of bid. The bids shall be opened and <br />tabulated and then presented to the City Council for <br />their approval. The bid shall be awarded to the lowest <br />responsible bidder. <br /> <br />; ."' <br />
