Expenses for Personnel. <br /> <br />The payment for personnel shall be exempt from Sections 3, 4, <br />5 and 7. In lieu thereof, a wage authorization form shall be <br />completed for every e~ployee. The wage authorization shall <br />state the terms of compensation and shall be signed by the <br />Department Head and city Manager. <br /> <br />Section 10. Council approval of checks. <br /> <br />No check shall be released to a vendor until the City Council <br />has approved its payment except for those instances where <br />payment in advance of Council approval is necessary because <br />of discounts, penalties or the need to continue municipal <br />services. <br /> <br />Section 11. Emergency Purchases. <br /> <br />In case of emergency, the provisions of this Chapter may be <br />temporarily suspended by the city Council. <br /> <br />Section 12. Disposing of City property. <br /> <br />The approval of the City Manager shall be required to dispose, <br />sell or trade any property of the city except that the approval <br />of the city Council shall be required if the original purchase <br />price was at least $2,500. <br /> <br />Once approval has been granted to dispose, sell or trade property, <br />then the following steps shall be followed: <br /> <br />A. Public Sale. A notice of public sale shall be published <br />in the official newspaper stating that the city is <br />accepting sealed offers on the property. The notice <br />shall be placed in the newspaper at least ten (10) days <br />prior to the close of offers. The property shall be sold <br />to the party who presents the highest cash offer under the <br />stipulated terms. <br /> <br />B. Public Auction. In lieu of item A, the property shall be <br />delivered to the custody of the Police Department and sold <br />at public auction in accordance with the r1unicipal Code. <br /> <br />C. Nominally Valued. Where it is determined that the property <br />has a nominal value, then the property shall be discarded or <br />donated. The determination of the value of property shall <br />be made by the Department Head, subject to review by the <br />City Manager. The decision to discard or donate property <br />may be made in lieu of the use of item A or B. <br />
