<br />NC-22, LP- 51, Salem covenant Church <br /> <br />city Planner reviewed his comments noting that the non-conforming <br />use permit was required as there are existing Type IV non-conform- <br />ities on the property. <br /> <br />-' <br /> <br />. <br /> <br />commissioner Wickland noted that providing screening on the west <br />side of the property would reduce or eliminate a non-conformity. <br /> <br />Mr. Erwin Ec1~berg, architect <br />present to answer questions. <br />addition would provide space <br />social needs. <br /> <br />representing the applicant, was <br />Mr. Ekberg noted that the proposed <br />for recreational, educatioqal and <br /> <br />Mr. Ekberg further stated that the church would be willing to <br />coordinate screening on the western portion of their property <br />with the city's eventual development of the 5th street ,park <br />immediately west of the church property. <br /> <br />Motion by Doyle, seconded by ~~ickland, to recommend approval <br />of NC-22 subject to conformance with site and landscape plans <br />presented and also subject to the applicant coordinating <br />screening of the parking lot on the western side of the property. <br />Such screening to be coordinated with the development of the 5th <br />street park and subject to Council approval. And further subject <br />to erosion control measures being applied during actual construction. <br />This recommendation for approval is given based on the following <br />Findings of Fact: <br /> <br />1. The screening to be provided to the western part <br />of the property would reduce the extent of an existing <br />Type IV non-conformity. <br /> <br />2. Providing additional on street parking areas for <br />vehicles currently using 5th street would be a benefit <br />in terms of the public health and safety. <br /> <br />Vote on motion 4 ayes - 0 nayes - carried <br /> <br />Motion by Doyle, seconded b~ Wickland, to recommend approval <br />of LP-51 subject to conformance ~ith site and landscape plans <br />as presented and subject to conditions applied to NC-2l. <br /> <br />Vote on motion 4 ayes - 0 nayes - carried. <br /> <br />J <br /> <br /> <br />.j <br />,i <br /> <br /> <br />,~~j <br />
