<br />~ <br /> <br />~SP-93, PL-122, LP-10l <br />.Page #3 <br /> <br />The building plans submitted depict a high quality development <br />with a design comparable to surrounding R-2 development, R-3A <br />development and that seems compatible with the surrounding R-l <br />development. <br /> <br />The additional traffic generated by the 4 units rather than the <br />2 units should not affect the R-l neighborhood. It would <br />appear that the large majority of the traffic would be on 6th <br />Street S.W. and not in the R-l areas. The applicant is not <br />connecting the proposed development with the Birghton Village <br />Apartments so none of the traffic from the apartment building <br />will not enter this area. Area residents were concerned about <br />traffic from the Brighton Village Apartments so the applicant <br />proposes to plant 6 poplar trees between the parking spaces <br />and the apartment property. <br /> <br />This proposal also includes a preliminary plat to create 5 lots. <br />One lot for the common areas and 4 lots for the townhouse units. <br />The subdivision of this property provides for owner-occupied <br />units with an association for the maintenance of the building <br />and property. The owner-occupied townhouses could be considered <br />an advantage with this proposal in comparison to a 2 unit <br />dwelling with the rental of at least one of the units. The <br />maintenance of the property under an association will also <br />eliminate the concerns residents have had duri~g the past years <br />of the unslightliness of this property. <br /> <br />Another concern that resulted from the survey of property is that <br />part of this property in the northwestern corner is being used <br />by an abutting property owner. The applicants propose to <br />transfer this corner to this property owner through a minor <br />subdivision that will have to be approved by the Council. This <br />land transfer will not greatly affect the area for this proposal. <br /> <br />Staff contends that there are the following measures that could <br />be taken by the applicant to improve the development; <br /> <br />1. That the large western area be well-maintained and land- <br />scaped to provide screening of the building and parking <br />area; <br />2. That no recreational facilities for the residents of the <br />proposed development be closer than 30 feet from the <br />northern or western property lines; ) <br />3. That any accessory storage byildings if any shall be behind <br />the building adjacent to the parking area and not be of <br />metal material and also be screened through landScaping; <br />
