.

October 31, 1980

Page _2_

the existing plant.

Plan C consists of building a baffled weir around the existing
catchbasin #2. A weir in this location would interfere with normal
traffic flow however. Typically, large trucks drive over the
catchbasin on their way to the scale or docking bays in the plant.
It would be difficult for the semi-tractor-trailer trucks to go
around the weir upon entering the site and manuevering to back into
the narrow doors on the north end of the building. An alternate
weir type to be constructed inside the catchbasin was investigated,
however was found not to meet the design parameters necessary to be
effective.

Plan D consists of building a baffled weir around catchbasin #1 and
reducing the inlet capacities of both catchbasins 1 and 2. The
parking lot and green area will provide for 0.33 of the 0.43 ac-ft
of storage needed for drainage areas 1 and 2. An overflow swale
to the west and south is needed under this plan to prevent flooding
of adjacent property due to catchbasin capacity reduction. I
estimate the work necessary to construct this plan to be in the
$1,000 range. This construction would affect 1.9 acres or 79% of
the site.

Major reconstruction of the parking lot and plant to achieve water-
shed criteria has been rejected as bBing inconsistant with watershed
policy. We believe Plan D, the baffled weir, restricting inlet capa-
city, providing an overflow swale, and sediment control during con-
struction, to be the only feasible plan to achieve substantial com-
pliance with the watershed regulations.

We will be happy to discuss this report and exhibits with you on your
Engineers as may be needed. Please do not hesitate to call us
should you have any questions or need additional information about
this project.

Sincerely,

~V~

Roger W.
