IDENTIFICATION OF THE ACTION Parranto Bros., Inc. proposes to construct a corrmercial facility, Windsor Center, on 6.26 acres of company owned land in the City of New Brighton at the southeast corner of Silver Lake Road and County Road E. Proposed activity on the site and associated parking area are to be 1) a supermarket (3.70 acres), 2) two restaurants (1.55 acres) and 3) a fully landscaped buffer of 1.01 acres. This proposed use of the land is compatible with the presently designated zoning use classification, B-3 General Business. The site has been subject to B-3 zoning since 1962, prior to which it was ap- parently underdesignated. The site consists of open land and three small ponds containing approxi- mately 6 acre feet of water. To accomplish the project as proposed may require drainage of the ponds into nearby Silver Lake, although this is viewed as unlikely by project engineers. Residents of the area wish the site to remain in its present state and have petitioned the Minnesota Environmental Quality Council that an Environmental Assessment be ordered on the project. On October 3, 1975, an assessment was ordered, and on October 9, 1975, the City of New Brighton was assigned the responsibility for the preparation of the assess- men t . This Environmental Assessment has been prepared to assist the Minnesota Environmental Quality Council in determining whether the proposed action is a major private action of more than local signifi- cance.
