Proposed activity on the site and <br />associated parking area are to be 1) a supermarket <br />(3.70 acres), 2) two restaurants (1.55 acres) and <br />3) a fully landscaped buffer of 1.01 acres. This <br />proposed use of the land is compatible with the <br />presently designated zoning use classification, <br />B-3 General Business. The site has been subject <br />to B-3 zoning since 1962, prior to which it was ap- <br />parently underdesignated. The site consists of <br />open land and three small ponds containing approxi- <br />mately 6 acre feet of water. To accomplish the <br />project as proposed may require drainage of the <br />ponds into nearby Silver Lake, although this is <br />viewed as unlikely by project engineers. <br /> <br />Residents of the area wish the site to remain in <br />its present state and have petitioned the Minnesota <br />Environmental Quality Council that an Environmental <br />Assessment be ordered on the project. On October 3, <br />1975, an assessment was ordered, and on October 9, <br />1975, the City of New Brighton was assigned the <br />responsibility for the preparation of the assess- <br />men t . <br /> <br />This Environmental Assessment has been prepared to <br />assist the Minnesota Environmental Quality Council <br />in determining whether the proposed action is a <br />major private action of more than local signifi- <br />cance.
