EFFECTS ON THE CULTURAL ENVIRONMENT <br /> <br />A. CON- <br />STRUCTION <br />EMPLOYMENT <br /> <br />\ <br /> <br />B. OPERA- <br />TIONAL <br />EMPLOYMENT <br /> <br />The estimated cost of construction for Phases I <br />and II of the Windsor Center development is <br />$1,212,000. As a general rule, in the Twin Cities <br />area, approximately 50% of a project construction <br />cost goes to construction employee wages. . There- <br />fore, it is anticipated that approximately $606,000 <br />will accrue to construction employees in the form <br />of wages as a direct result of the Windsor Center <br />development. It is anticipated that upon issuance <br />of building permits, bids will be let for construc- <br />tion of the Windsor Center development. Although <br />prime and subcontracting firms have not been <br />selected it is likely that local firms will be <br />selected, and the construction force will be drawn <br />from the local Metropolitan area labor pool. In <br />the Twin City area, although of importance to the <br />individual employee, the overall impact of the <br />$606,000 payroll, spread over a period of six to <br />nine months and throughout the entire Metropolitan <br />area, is not expected to be significant. <br /> <br />The operation of the two restaurants and the gro- <br />cery store will require approximately 110 full and <br />part time workers. These individuals, many of <br />whom will be recruited from the area immediately <br />surrounding the proposed development, will be un- <br />skilled and made up of primarily women and teenagers. <br />The following table provides a breakdown of employ- <br />ment needs by business and the anticipated annual <br />payroll of each facility. <br /> <br />VI-l <br />
