EFFECTS ON THE CULTURAL ENVIRONMENT

A. CON-
STRUCTION
EMPLOYMENT

\

B. OPERA-
TIONAL
EMPLOYMENT

The estimated cost of construction for Phases I
and II of the Windsor Center development is
$1,212,000. As a general rule, in the Twin Cities
area, approximately 50% of a project construction
cost goes to construction employee wages. . There-
fore, it is anticipated that approximately $606,000
will accrue to construction employees in the form
of wages as a direct result of the Windsor Center
development. It is anticipated that upon issuance
of building permits, bids will be let for construc-
tion of the Windsor Center development. Although
prime and subcontracting firms have not been
selected it is likely that local firms will be
selected, and the construction force will be drawn
from the local Metropolitan area labor pool. In
the Twin City area, although of importance to the
individual employee, the overall impact of the
$606,000 payroll, spread over a period of six to
nine months and throughout the entire Metropolitan
area, is not expected to be significant.

The operation of the two restaurants and the gro-
cery store will require approximately 110 full and
part time workers. These individuals, many of
whom will be recruited from the area immediately
surrounding the proposed development, will be un-
skilled and made up of primarily women and teenagers.
The following table provides a breakdown of employ-
ment needs by business and the anticipated annual
payroll of each facility.

VI-l
