<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SUMMARY <br /> <br />This traffic analysis considers the potential impact of additional develop- <br />ment at the site of the Rice Creek Plaza shopping center in New Brighton. <br />The development includes a 12,000 square foot (gross floor area, GFA) addi- <br />tion of retai I space which is currently proposed, and a 3,200 square foot <br />(GFA) restaurant which has been proposed in the past and is included in <br />order to examine that "worst case" situation. The significant findings <br />are: <br /> <br />. Rice Creek Plaza in now generating trips at a rate which is con- <br />sidered "average" for developments of this type and size. <br /> <br />. Existing PM peak hour traffic in this area is served by the existing <br />system 9f streets and entrances at a very high level of service. <br /> <br />. Implementation of the development would increase PM peak hour trip <br />generation from 540 trips to 700 trips (total, in plus out). <br /> <br />. Post-development PM peak hour traffic in this area would be served <br />by the existing system of streets and entrances with no noticab/e <br />deterioration in level of service. <br /> <br />. The residential development at the west edge of Rice Creek Plaza wi I I <br />generate a low level of peak hour traffic and wi I I have no noticeable <br />effect on traffi c flows near the shopp i ng center. <br />
