A component of this plan is a comprehensive <br />storrnwater management plan for the City, following the guide- <br />lines of the Rice Creek Watershed Commission. This plan has <br />identified a suitable site for stormwater retention adjacent <br />to Interstate 694, and the City is requesting a limited use <br />perrri t to regrade a small portion of interstate right-of-way to <br />allow accommodation of sufficient water storage capacity. <br /> <br />The site is located near the southwest quadrant of the inter- <br />section of 1-694 and I-35W. Specifically, the site is the <br />northwest quadrant of the intersection of Tenth Street Southwest <br />and Fifth Avenue Southwest. The location of the site is shown <br />in the attached Exhibit. <br /> <br />~-:. <br /> <br />The City is planning to build a municipal liquor store and <br />lounge on the site, and a portion of the site will be used <br />for a second building. The proposed development scheme is <br />shown on the accompanying Site Plan. <br /> <br />The Site Plan shows the proposed stormwater retention area <br />and its relationship to the culverts under 1-694. The retention <br />area has been designed to accommodate stormwater originating <br />in the tributary area to the west of Fifth Avenue. Stormwater <br />from the east of Fifth Avenue also flows through the culverts <br />under 1-694, but this flow is not affected by the proposed <br />development on this site. The retention area is sized at 4 acre <br />feet and will maintain a peak outflow of 30 cubic feet per second <br />during a 100 year frequency storm. The goal of the Rice Creek <br />Watershed Commission is to reduce peak flow to less than that <br />which would have occurred in the primitive condition. Barr Engineering <br />has estimated that peak flow in the primitive condition would <br />have been 30 CFS from the tributary area west of Fifth Avenue. <br />When the downtown development is completed, the flow would be <br />58 CFS from the west side of Fifth Avenue, unless controlled using <br />a retention pond. <br /> <br />* <br />
