l' MEMORANDUM DATE October 26, 1982 TO FROM SUBJECT: Mayor & Council Members New Brighton Medical Center Community Developme~ James F. Winkels, Director of Attached is a copy of a purchase agreement to acquire the .6 acre parcel On which the New Brighton Medical Center is proposed to be constructed. The purchase agreement is for $45,500 which is consistent with what our appraiser has advised me. This is a negotiated purchase and not a condemnation. The seller has signed the document and the agreement is valid only upon approval and execution by the City Council. If approved the Council should, by motion authorize the Mayor and City Manager to sign the purchase agreement, contingent on execution of the Development Agreement and Assessment agreement. All of the various agreements must also be made contingent on approval by the Rice Creek Watershed District and the Minnesota Department of Transportation (MN/DOT) of the grading, drainage and ponding. For our purposes the budget we have been working off of is based on the following: CITY EXPENSE Land Acquisition (actual is $45,500) Curb Cut (City to provide) (City Engineering staff estimate is $827) $50,000 $ 1,000 Sanitary Sewer Relocation (Estimate by City Engineer staff - This project only to be required when and if a building is constructed on western side of this parcel) $ 8,750 Fill (to raise site) $14,000 TOrlginal budget was $10,000, negotiated to actual amount, total estimate for fill required exceeds $20,000) Street Scape Amenties $15,000 (City previously indicated street amenities would be provided - landscaping, sidewalks, amount, etc., still must be worked out with Council, Downtown Advisory Board and Medical Center people. Budgeted amount says this is how much would be spent - maximium)
