Hickok and Associates
545 Indian Mound
Wayzata, MN 55391

ATTN: Mr. John Panuska

RE: Permit Application No. 84-133: Winfield Developments, Inc.
Location: NW quadrant of the intersection of County Road D and I-35W,
New Brighton, MN. ,
Purpose: Approval of renewal of Permit 83-27 for a Final Site Drainage Plan
for construction of a commercial development referred to as the
New Brighton Business Plaza, 9.2! acres.

Dear Mr. Panuska,

As a follow up to your letter dated April 2, 1986, concerning additional infomation
required by the Rice Creek Watershed District, this correspondence serves as a
confirmation that to the best of my knowledge all inquiries mentioned in the letter
have been attended to and seem to have been satisfied as to their intent.

1) Confirmation that all parking lot skimmers are in place and fuctioning properly.

1a) The parking lot skimmers have periodically been repaired and kept
fuctiona1 after occasional damage associated with snow plowing activities.
We have recently installed guard posts around the unprotected skimmers
which should alleviate any future damage.

2) Information indicating ~hat the District's requirements for rate control and
treatment will still be met after installation of two additional catch basins
which were not identified on the originally approved plan. These catch basins
are located directly east of Buildings A and B and are identified on the Grading
Plan for the New Brighton Business Plaza Phase II, prepared by The Design Partnership.

2a) Barr Engineering has been contracted to do a complete as built site analysis,
including parking lot elevations, location of any new catch basins and
associated pipe sizing, and computation of their findings to assure that
the Districts rate control requirements have been met. The record drawing
including all the above mentioned findings has been supplied to Hickok and
Associates on May 6, 1987.

3) A revised Grading'Plan which clearly shows that all grading activities are limited
to the applicant's property or information from the Williams Brothers Pipeline
Company indicating that they have no objections to the grading activities which are
presently shown to take place on their property.
