That the establishment, maintenance or <br />operations of the special use will not be <br />detrimental to or endanger the public health, <br />safety, morals, comfort or general welfare. <br />b. That the special use will not be injurious <br />to the use and enjoyment of other property <br />in the immediate vicinity for the purposes <br />already permitted, nor substantially dimish <br />and impair property values within the <br />neighborhood. <br />c. That the establishment of the special use will <br />not impede the normal and orderly development <br />and improvement of the surrounding property <br />for uses permitted in the district. <br />d. That adequate utilities, access roads, drainage <br />and/or necessary facilities have been or are <br />being provided. <br />e. That the special use shall in all other <br />respects, conform-to the applicable regulations <br />of the district in which it is located. <br /> <br />The Metropolitan Council has completed an Environmental Assessment <br />Worksheet on this project and has issued a negative declaration on <br />the need for an Environmental Impact Statement (EIS). The Metropolitan <br />Council feels the project can meet the standards of the Minnesota Pol- <br />lution Control Agency. <br /> <br />PROJECT DESCRIPTION <br />The applicants are proposing to build a structure of approximately <br />31,000 sq. ft. to house equipment that would burn solid waste/garbage <br />and produce steam. Garbage trucks would bring the waste from Hennepin <br />and Anoka Counties where they would dump the waste inside the building. <br />The garbage would be then pushed into a mass burn unit that would pro- <br />duce steam. All unloading would be done completely within the building. <br /> <br />Because of the various solid waste allocation rules New Brighton garbage <br />could not be burned at this plant, though that may be subject to change. <br /> <br />The proposed mass burn project would have the capacity to burn 200 tons <br />of waste per day. The plant would operate 24 hours per day, 365 days <br />per year. It is estimated there would be 50 truck trips per day. <br /> <br />SITE AND LANDSCAPE PLAN <br />Site and landscape plans are enclosed. The plans are complete and <br />contain the required information. Berming and an extensive amount of <br />landscaping are proposed. All zoning code requirements are-met by the <br />application, with the lone exception that all required parking spaces <br />are not shown. The applicants have shown where additional spaces could <br />~e provided if the need arises. Their argument is that the plant would <br />
