Starn: <br /> <br />At its meeting on December 19, 1985, the Metropolitan Council considered the <br />Energy Systems, Inc., application for an Air Emissions Permit. This consider- <br />ation was based on a report of the Environmental Resources Committee, Referral <br />Report No. 85-126. A copy of this report is attached. <br /> <br />The Council adopted this report as presented by the Committee and approved the <br />following recommendations that have been incorporated into Resolution No. 85- <br />112. A copy of the Resolution is attached. The Council resolved: <br /> <br />That the Metropolitan Council approve the issuance of a permit for Waste <br />Energy Systems, Inc., to construct and operate a mixed solid waste <br />incineration facility in New Brighton under the following conditions: <br /> <br />1.a. Efforts to secure waste supplies within Ramsey County must be <br />undertaken no later than 1988 and, if necessary, at two-year <br />intervals thereafter in order to reduce waste haul distances; <br /> <br />l.b. A shutdown plan should be prepared before the permit is issued <br />and later revised in 1990 to address the removal of stored waste <br />and the diversion of incoming waste in a way that minimizes <br />dependence on landfills; and <br /> <br />I.e.
