Certain wastes will not be accepted at the <br />facility, including demolition waste, known hazardous wastes and pathological <br />wastes. Ash residue will be disposed of on a daily basis in a landfi'll with a <br />co-disposal permit. A depiction and description of the incineration module is <br />provided as Figure 3. Dust, after the construction process, will be <br />generated only inside the plant and will be burned in the negative air proc- <br />ess. The tipping floor will be washed and sanitized as required. This wash <br />water will be recycled through a sump system and also used for ash quenching. <br />Tipping floor wash water or ash quenched water wi 11 not be drained into the <br />municipal sewer system. <br /> <br />The, steam product is expected to be piped to nearby businesses. Gordon <br />Rendering Co. and Menglekoch Co. are animal rendering plants, and Midwest <br />Diversified Industries produces insulation. They require large amounts of <br />steam on a relatively constant basis. Midwest Asphalt will use surplus energy <br />during the spring, summer and fall. Co-generation of electricity-from surplus <br />steam for sale to Northern States Power Co. (NSP) is also being contemplated. <br />A draft contract for solid waste supplies has been negotiated with Gallagher's <br />Service, Inc., a hauler primarily of commercial wastes. The draft contract is <br />for 150 TPD from Hennepin County and 50 TPD from Anoka County. <br /> <br />SUMMARY OF PREVIOUS REFERRALS AND EXPECTATION FOR RELATED SUBMISSIONS <br /> <br />Future submissions expected may address ash disposal and possibly contracts for <br />waste supply if they are for more than five years in duration. Previous <br />Council actions are listed below. <br /> <br />- Negative declaration on environmental assessment worksheet (EAW) for a <br />previously proposed site (November 1984). <br /> <br />- Exclusion of 150 TPD of Hennepin County waste (April 1985). <br /> <br />- Exclusion of 50 TPD of Anoka County waste (September 1985). <br /> <br />- Negative declaration on EAW (August 1985). <br />
