My camments are as fal1aws: 1. The warksheet states 21 parking spaces will be pravided. The preliminary site plan shaws 16 parking spaces. I have talked with the applicant abaut parking. There will anly be abaut 5 ar 6 emp1ayees an duty at ane time. Therefare the applicant may have a case far a parking variance. 2. TheEAW states the prapased plant is cansistent with the 1acal land use ardinances and camprehensive land use plan. This has nat yet been deter- mined and is, a decisian which will be made by the New Brightan City Cauncil when they take actian an a request far a special use permit and site plan apprava1 far the prapased plant. At this time a waste energy plant is nat listed as a permitted use in an 1-1, Light Industrial zaning. The EAW daes list carrect1y all af the apprava1s which will be required fram the City af New Brightan. Rice Creek Watershed District appraval is also. cavered. 3. The EAW states the site has no. peat sails ar gea10gic hazards, leaving the impressian that sails an the site are gaad. To. my knawledge there are sail prab1ems an the site. 4. The EAW states no. adars will be generated by the plant. This is a very impartant paint far the cammunity when cansidering this plant as a permitted use. I wauld like to. see this statement substantiated. 5. The stack will be 100 feet high. It will be visible fram the park but is cavered under height requirement exemptians in Sectian 5-600 (a)(2) af the zaning cade. 6. There will be 40 to. 50 truck trips per day generated by the waste energy plant. Same members af the Planning Cammissian has expressed their greatest cancern far the plant is the rauting af the truck traffic, primarily garbage trucks, thraugh the City. They are cancerned that this type af traffic will be detrimental to. the Rush Lake Business Park and the dawntawn New Brightan redevelapment area.
