Krueger, City P1anner,"o'.5<' <br /> <br />ENVIRONMENTAL ASSESSMENT WORKSHEET FOR WASTE ENERGY SYSTEMS <br /> <br />I have reviewed the draft af the Enviranmental Assessment Warksheet <br />(EAW) far Waste Energy Systems which was submitted to. the City prio.r <br />to. the Metrapa1itan Caunci1 public hearing an July 24, 1985. My <br />co.mments are as fal1o.ws: <br /> <br />1. The wo.rksheet states 21 parking spaces will be pravided. <br />The preliminary site plan sho.ws 16 parking spaces. I <br />have talked with the applicant abaut parking. There will <br />anly be abaut 5 ar 6 emp1ayees an duty at ane time. <br />Therefare the applicant may have a case far a parking <br />variance. <br /> <br />2. The EAW states the prapased plant is co.nsistent with the <br />1aca1 land use ardinances and camprehensive land use plan. <br />This has nat yet been determined and is decisian which <br />will be made by the New Brightan City Cauncil when they <br />take actian an a request far a special use permit and <br />site plan apprava1 far the prapased plant. At this time <br />a waste energy plant is nat listed as a permitted use in <br />an 1-1, Light Industrial zaning. <br /> <br />The EAW daes list carrectly all af the appravals which <br />will be required fram the City af New Brighto.n. Rice <br />Creek Watershed District appraval is also. cavered. <br /> <br />3. The EAW states the site has no. peat sails ar gealogic <br />hazards, leaving the impressian that sails an the site <br />are gaad. To. my knawledge there are sail prab1ems an <br />the site. <br /> <br />4. The EAW states no. adars will be generated by the plant. <br />This is a very impartant paint far the co.mmunity when <br />cansidering this plant as a permitted use. I wauld like <br />to. see this statement substantiated. <br /> <br />5. The stack will be 100 feet high. It will be visible fram <br />the park but is cavered under height requirement exemptians <br />in Sectian 4-600(a)(2) af the zaning cade. <br /> <br />6. There will be 40 to. 50 truck trips per day generated by the <br />waste energy plant. Same members af the Planning Cammissian <br />has expressed their greatest cancern far the plnat is the <br />rauting af the truck traffic, primarily garbage trucks, <br />thraugh the City. They are cancerned that this type af traffic <br />will be detrimental to. the Rush Lake Business Park and the <br />dawntawn New Brightan redevelapment area. <br /> <br />mh <br />
