<br />PAGE 2 <br /> <br />COMPREHENSIVE PLAN STATEMENT <br /> <br />Page 23 of the New Brighton Comprehensive Plan states the Following: <br /> <br />OFFice development is proposed For the parcel south of <br />Atonement Lutheran Church in the southwest quadrant of <br />Rice Creek Road and Silver Lake. Road. The parcel has <br />limited boundaries with single Family homes because of <br />the pond and surrounding development. Single Family <br />development on this parcel would be heavily impacted by <br />the traFFic, noise and activity of Silver Lake Road. The <br />lower traffic volumes and limited number of curb cuts in <br />this area suggest that there should be no traFFic <br />problems associated with such a development. <br /> <br />STAFF ANALYSIS <br /> <br />The site and building plans conform to the district zoning <br />requirements. In addition to showing the required setbacks and <br />parking, t~e drawings indicate the Following: <br /> <br />1. A six Foot stockade Fence along the western property line <br />adjacent to the single family homes (it has not been <br />indicated if the neighbors prefer a fence or not). <br /> <br />2. The building will take advantage of the view overlooking <br />the pond. <br /> <br />3. There will be one access drive onto Silver Lake Road, <br />consistent with efforts to limit access and egress on <br />Silver Lake Road. <br /> <br />4. The existing trees on the site, which are to remain, have <br />been shaded in on the landscape plan. <br /> <br />The zoning code requires screening of commercial property from <br />residential property through the use of fencing or a compact <br />evergreen hedge. The applicant in this case has indicated a fence <br />will screen the single family homes. An alternative to the Fence <br />might be the planting of evergreen trees in the area adjacent to <br />the single-Family homes. Landscaping adjacent to the multiple <br />family zonings shows existing vegetation and the planting of ash <br />and spruce trees. This appears appropriate in view that the <br />apartment garages provide a buffer and that the church property is <br />largely undeveloped where it is adjacent to the proposed site. <br /> <br />The proposed development appears to be of good quality. The <br />exterior use of meterials will give a "high tech" appearance to the <br />building. <br />
